He was born in Çaykara district of Trabzon (1963), completed his primary and secondary collection in Gerede with his brother (Mehmet Özçay). In 1980, after two years of studying at the Erzurum High Islamic Institute, he completed his studies at Marmara University Faculty of Theology (1986).
In 1982, when he had no special interest in the art of calligraphy, he found his brother with him on his first visit to Fuat Başar, and, with his desire, he started the sülüs and completed his work and obtained permission from sülüs - naskh. He came to Istanbul when he met. He kook lessons from M. Uğur Derman. He gave him a copy of the new Mosque Fountain inscriptions of Sami Efendi, and it became his biggest guide on celi sülüs.
In the first (1986) and second (1989) International line competitions organized by the Islamic Centre for history, art and Culture (IRCICA), which was under the Secretariat of the Islamic Commission for the Protection of Islamic Cultural Heritage under the organization of the Islamic Conference, he won second and third prizes in various branches, mainly in Celi Sülüs ve Sülüs. In 1997, he won the first prize in the ‘‘Martyr culture competition’‘ organized by the Kuwait Martyr Bureau.
With his brother Mehmet Özçay, he opened special exhibitions in Istanbul in 1996, Abu Dhabi in 1998, Sharjah in 1999, Dubai in 2003, and Abu Dhabi in 2017. In Dubai, with IRCICA of the Tourism and commercial Marketing Department 2003, 2004, 2005, 2006, 2007, 2008 he participated in the exhibitions he organized in 2008 in Spain, the 2003 Tokyo calligraphy exhibition, the 1997/2006 Tunisian Arabian Hat Exhibition, and the 2008 Islamic Hat art exhibition. Also he has participated in many domestic and international exhibitions.
He wrote an important part of the Kaaba expansion project (2013-2015). He wrote the writings of Sultan Murat mosque in Çaykara, Trabzon.
According to classical understanding, he writes his works in private collections and museums with sülüs, celi and naskh. He is also an art consultant to calligraphy collectors and a jury member in competitions.
