Fatma Özçay was born in Bolu in 1970 as the youngest child of her family. In 1986 she moved to Istanbul with her family. In 1987 she took illuminated manuscript lessons from Çiçek Derman at the Kubbealtı Academy Foundation for Culture and Arts.
She was Jury member at T.R. the Ministry of Culture and Tourism, State Turkish decorative arts competition, Konya Metropolitan Municipality International Islamic arts competition and Yeditepe international Istanbul classical arts competition. She worked as a teacher at the Turkish Islamic Arts Foundation between 2008 and 2012. The artist, adapted to the present day with her own interpretations, carries out her works together with his students under the name Salbek art.
Apart from the exhibitions she opened, her brothers, calligrapher Mehmed Özçay and Osman Özçay, have participated in many exhibitions both in Turkey and abroad since 1996.
